It is only to be decided when players get to master a certain race. Every race has their own strength and weaknesses, which is the main reason why players cannot decide on what is the best one to pick. Now Race Menu sadly has no german version but I really don't know if other mods could influence something like that. It was especially easy to recognize in the "all sliders" panel.
